Longpre Architecture took over a rezoning application in Southlands that had sat stagnant under another team and carried it across the finish line with full Council approval. The site was bound by an outdated 1980s CD-1 by-law that only allowed a narrow list of industrial uses. We rewrote the framework, secured a text amendment, and unlocked a wide range of modern uses—including a childcare facility—that transformed the site’s potential and long-term value.

This was not just design. It was strategy, policy writing, and relentless coordination. While the rezoning moved forward, we advanced a Development Permit for change of use and a Building Permit to bring the structure into full compliance under Part 11 of the Vancouver Building By-law. That meant navigating transportation and parking requirements, running floodplain assessments, coordinating civil works, and negotiating a City lease for childcare play space—all while ensuring the timeline held across three simultaneous approval tracks.

It required constant engagement with City staff, but our approach works: we treat planners and engineers with respect, listen to their concerns, and provide clear, rational arguments that create mutual wins. That’s why the file advanced smoothly after years of being stuck.
